DepED Child Protection Policy

Since the institutionalization of the Anti-Bullying Act (Look below the Republic Act 10627) in 2013, the Department of Education (DepEd) has advanced its Child Protection Policy (CPP) through the creation of Child Protection Committees in school divisions.
Education Secretary Br. Armin Luistro FSC said that RA 10627 has enhanced DepEd’s existing Child Protection Policy (DepEd Order No. 40, s. 2012) which puts primary importance on the well-being of children.

Even if there are several laws in place that seek to protect children from abuse and exploitation, Commission on Human Rights (CHR) Commissioner Leah Tanodra-Armamento lamented that law enforcement agencies still struggle in implementation.

The age of sexual consent in the Philippines is 12 for all, but contacts with minors (under 18) are an offence if the minor consents to the act for money, gain or any other remuneration or as the result of an influence of any adult person.
It's this that makes it effectively illegal for anyone over 18 to have sex with one under 18, Republic Act 7610, section 6

Over 5,000 babies have been born at Gentle Hands since it began. Ever thought of adoption?

The government is hoping more potential parents will consider the option of legally adopting children who are in the care of private and public orphanages across the country.

There are 3 kinds of adoption in the Philippines:
•Agency adoptions: A licensed adoption agency identifies and develops adoptive families for children who are voluntarily or involuntarily committed. This is managed either by DSWD or licensed NGOs or child-placing agencies like the Kaisahang Buhay Foundation.
•Family or relative adoptions: The biological parents make a direct placement of the child to a relative.
•Private or independent adoptions: Can be a direct placement to a family known by the child’s biological parents or through someone who arranges family placements.

The DSWD, however, warns of "black markets" or illegal procedures wherein children are given up for adoption in exchange for cash or other means of profit.
