The Department of Social Welfare and Development (DSWD) said December 15, that it will help "rescue" homeless children and indigenous peoples (IPs) seen begging in the streets of Metro Manila and neighboring cities and provinces this holiday season.
“When the rescued street children and street families are brought to our centers, our social workers carry out a comprehensive case analysis to determine the best possible way to assist them,” Relova said.
IPs would be sent back to their provinces, she added.

Some are victims of extreme poverty; others of natural disasters and armed conflicts in the country's riven south, or the sex workers’ children, conceived by foreign travellers.

Ever thought of adoption?

The government is hoping more potential parents will consider the option of legally adopting children who are in the care of private and public orphanages across the country.

There are 3 kinds of adoption in the Philippines:
•Agency adoptions: A licensed adoption agency identifies and develops adoptive families for children who are voluntarily or involuntarily committed. This is managed either by DSWD or licensed NGOs or child-placing agencies like the Kaisahang Buhay Foundation.
•Family or relative adoptions: The biological parents make a direct placement of the child to a relative.
•Private or independent adoptions: Can be a direct placement to a family known by the child’s biological parents or through someone who arranges family placements.

The DSWD, however, warns of "black markets" or illegal procedures wherein children are given up for adoption in exchange for cash or other means of profit.

In Navotas, the lives of most residents are bound by the sea.
Every day at 5 am, thirteen-year-old Reymark sails on a makeshift raft called “kawag-kawag”. The raft, made from sheets of styrofoam, is unsafe especially on rough seas. Reymark almost lost his life once when his kawag-kawag capsized.
Using small pieces of plywood, Reymark paddles a distance of more than a kilometer towards big fishing vessels they call “pangulong.” He helps clean and pull fish nets for an average of four hours. As payment, Reymark gets to collect leftover fish that got stuck in fishing nets. But he only gets to bring home half while the other half, he gives to the “kawag-kawag” owner.
The hard work Reymark endures every day is all for lola Remedios. His parents left him right after he was born. Since then, it was Reymark’s grandmother who looked after him. To repay his lola's love, Reymark works to provide for their daily needs.

Along the murky waters of Davao River, children dive every day to mine black sand. One of these young men is “Ramed, a 12-year old boy, who belongs to the Kagan tribe of Davao del Sur. He dives with Ramed, his 16-year old cousin, to fill up a flat metal boat that they rent with sand that they mine from the bottom of the riverbed. The water is deep and dirty, the sand very heavy when went, and the bottom of the river dangerous to navigate because it has almost zero visibility. Yet, everyday they come here to mine the sand for local and foreign buyers. Jay-R hopes to be able save up enough to go back to school in the next school year.
