The Philippines is seen as one of the frontlines in the War of Terror. But
dubbing local armed groups terrorists seems to be making the situation worse.
"We are home-grown, legitimate revolutionaries", states Comrade Oris from the
New People's Army. "How can we be terrorists in our own land?" For many years,
they were partners in the peace process. But - following George W Bush's visit
- they're now regarded as terrorists. Since then, levels of violence have
increased. "We need to get away from these labels and go back to the pre 9/11
days of engagement", states peace process advisor, Paul Clifford. "What is it
these people want?" According to one report, the most common dominator of rebel
villages is the lack of a local school. --

Coco levy fund scam: Gold for the corrupt,
crumbs for farmers
by Camille Elemia January 21, 2017
Part 1: Many coconut farmers have died waiting in vain, and with them went the
hope they would one day reap the 'rewards' of what's seen as among the biggest
scams of the century.
The 3 are among the 3.5 million coconut farmers, earning an estimated P16,000
annually and belonging to the country’s poorest of the poor. They are victims of
the coco levy fund scam from 1971 to 1983 under the Marcos administration, with
collected taxes amounting to P9.7 billion.
These farmers were taxed by the government, only for their payments to be used
by former president
Ferdinand Marcos and his alleged cronies, Eduardo "Danding" Cojuangco Jr,
Juan Ponce Enrile, and some others, to invest in and buy businesses for their
own benefit.
by Camille Elemia January 22, 2017
PART 2: More than the long, arduous fights in court for the coconut levy funds,
the main battleground is in Malacañang and Congress, where politics comes into
play.
The controversial coco levy fund began under former president Ferdinand Marcos
in 1971 when he and his cronies enacted a law that imposed taxes on coconut
farmers’ products.
But more than 4 decades since then, coconut farmers have yet to receive their
"promised rewards." What happened to the billions of pesos of coco levy funds
under each administration?
by Camille Elemia January 23, 2017
PART 3: Will the coconut farmers, among the country's poorest of the poor,
finally claim what is rightfully theirs as promised by the President?
It's been a promise made in every presidential campaign – that government would
finally return the money to coco farmers. Yet, almost 45 years since former
president Ferdinand Marcos and his cronies, including Eduardo "Danding"
Cojuangco Jr, imposed coco levies or taxes on coconut products, farmers have yet
to see and feel the “reward” promised them.
